As the economic crisis continues, more progressive people are drawing partisan conclusions and deciding they need to take action, get organized and involve themselves in resistance. Some are becoming active in their unions and mass organizations. The most advanced are being won to the struggle for socialism, and some are joining our ranks.

The urgent question today is to forge a plan of united class action linking the struggle for reforms with the revolutionary struggle for socialism.

Neither social reformism nor ultra-leftism can forge such a way forward. Socialist theory and practice will not arise spontaneously. Only the work of the Communist Party, as our programme says, Afuses scientific socialism with the class struggle and by so doing spreads political and socialist consciousness among the workers B an awareness of their historic mission as a class,@ to lead the peoples of Canada from capitalism to socialism and ultimately communism. [The following was presented by cde. Miguel Figueroa on behalf of the Central Executive. The Central Committee adopted the Report unanimously, and directed the CEC to finalize the Report in line with the discussion.]

There are a great number of matters before us this weekend, given the long interval since our last full plenum in September. We did convene a special CC teleconference meeting back in February to deal with federal election preparations in the event of an early writ.

This report will focus on two main questions: first, the socio-economic and political situation in Canada, the fightback against austerity and reaction, and the immediate priority of working to help defeat the Harper Conservatives in the coming election; and (2) the ideological, political and organizational work of our own Party, especially with respect to party building and extending our reach and influence in the broader labour and democratic movements.

This report aims to assess the most important developments in our country, and in our party itself, to deepen our ideological and political analysis in leading the work of our party. These valuable discussions should continue and deepen when we gather again in August for the Central School of the CC, and following the Federal election, when we discuss and adopt the draft documents for the 38th Central Convention.

Before proceeding to the heart of our deliberations however, we must first situate Canadian political reality in the broader global context. Continue reading »

This talk was recorded in March 2015, in Edmonton, Alberta and was part of a coast-to-coast multi-city tour against Bill C-51 by the Communist Party of Canada in March and April which visited Victoria, Nanaimo, Vancouver, North Vancouver, Surrey, Kelowna, Kamloops, Edmonton, Winnipeg, Ottawa, Toronto, Guelph, London, Montreal, Westville and Halifax.

Still no alternative: Scrap Bill C-51

Growing public pressure has compelled the Harper Conservative government to make a handful of minor amendments to Bill C-51, while rejecting all changes proposed by the opposition parties in Parliament. This tactical retreat shows that further mass opposition outside Parliament can help slow the anti-democratic and pro-war “security state” agenda of this government. The Communist Party of Canada maintains that these amendments are completely inadequate, and that Bill C-51 remains fundamentally flawed and must be scrapped.

Until now, the Conservatives had denied any need to modify C-51. Clearly they did not expect such an impressive range of public opposition, including from significant parts of the ruling class who are uncomfortable with the Conservatives’ sharp shift towards authoritarianism. Continue reading »

Following last Saturday’s successful day of action against the Harper Conservative’s “police state” Bill C-51, the Communist Party of Canada is calling for continued united action to block and defeat the proposed legislation. Over 75 actions, from Halifax to Victoria to Yellowknife, took place drawing many thousands into the streets at marches and rallies.

“Every single day that passes, more and more people are coming out against Bill C-51”, Miguel Figueroa, leader of the Communist Party of Canada told the Winnipeg rally. “Notwithstanding the Conservatives’ bravado, they are scared,” he said, noting the breadth of opposition to C-51. This past weekend, actions mobilizing over 17,000 people took place in almost 80 cities across Canada. The Communist Party of Canada joined this movement with our full support, speaking in several places including Winnipeg (CPC leader Miguel Figueroa), Brampton (Elizabeth Rowley), Montreal (Pierre Fontaine) and Halifax (Jim Sacouman). The Communist Party of Canada fully supports the various mobilizations of labour, community and student groups, as well as democratically-minded people, against omnibus Bill C-51. A cross-Canada day of Action has been proposed for Saturday, March 14th. The initiative is being promoted by Lead Now, Open Media, the BC Government Employees Union as well as the BC Civil Liberties Association which is calling for withdrawal of the legislation.

We urge all people to help build, broaden and strengthen these events and actions in localities across the country. Visible public opposition to the Bill – which is now clearly being railroaded through Parliament by the Harper Conservatives – is crucial to blocking this anti-democratic legislation and preventing its passage.

Le Parti communiste du Canada appuie pleinement les diverses mobilisations du mouvement syndical, des groupes communautaires et étudiants, ainsi que des forces démocratiques, contre projet de loi omnibus C-51. Une journée pancanadienne d’action a été proposée pour samedi 14 mars. L’initiative est promue par Lead Now, Open Media, le syndicat des employé(e)s du gouvernement de Colombie-Britannique ainsi que l’Association des libertés civiles de la Colombie-Britannique qui réclament le retrait de la loi.

Nous exhortons tous les gens d’aider à construire, à élargir et renforcer ces événements et ces actions dans les localités à travers le pays. Une opposition publique visible au projet de loi – dont l’adoption par le Parlement se fait maintenant clairement bousculer par les Conservateurs de Stephen Harper – est cruciale pour bloquer ce projet de loi anti-démocratique et empêcher son adoption.
