Solidarity with the peoples of Venezuela and the Caribbean! No to Canadian complicity!

Special Resolution of the 41st Convention of the Communist Party of Canada

The Communist Party of Canada condemns in the strongest possible terms the escalating and criminal US imperialist aggression against Venezuela and the US’s murderous bombings of boats in the Caribbean. 

The situation has dangerously worsened in recent weeks, with the Trump administration deploying the USS Gerald R. Ford aircraft carrier, 15,000 troops and advanced weaponry to the Caribbean, while conducting at least 21 deadly missile strikes on marine vessels. These extrajudicial executions, which have murdered over 80 people under the fraudulent pretext of “fighting narcoterrorism,” constitute flagrant war crimes and a gross violation of international law, as condemned by the United Nations Secretary-General.

This military onslaught, coupled with the authorized CIA covert operations targeting Venezuelan leadership and the US-ordered forced sale of Venezuela’s vital CITGO assets, is a transparent campaign of economic strangulation and military terror. Its aim is regime change, the theft of Venezuela’s vast sovereign resources, and the destruction of any government that defies Washington’s imperialist hegemony in the hemisphere. This current crisis is part of a broader effort by US imperialism to destabilize and control Latin America and the Caribbean.

While this aggression has drawn condemnation from governments worldwide, including from France, which labeled the strikes illegal, and prompted allies like Britain and Colombia to suspend intelligence sharing with the US, the Canadian government stands shamefully complicit. Ottawa continues its direct military collaboration through Operation CARIBBE, a joint program with the US Coast Guard involving the Royal Canadian Navy and Air Force. While claiming its intelligence is “separate and distinct,” Canada has done nothing but meekly ask Washington not to use shared information for its murderous strikes, a hollow gesture that facilitates the overall campaign. Worse, the Liberal government provides direct diplomatic cover for US war crimes. When asked if the illegal boat strikes violate international law, Foreign Affairs Minister Anita Anand abdicated all responsibility, stating it was “within the purview of US authorities” to make that determination. This is not neutrality, it is active complicity in laundering imperialism and endorsing lawless aggression.

Therefore, this Convention of the Communist Party of Canada demands the immediate and unconditional withdrawal of all Canadian armed forces from Operation CARIBBE and any other military operations in Latin America and the Caribbean. We call for the termination of all intelligence and logistical sharing with US forces, and insist that the Canadian government publicly and unequivocally condemn the US military strikes, covert operations, and economic coercion as illegal acts of war, demanding their immediate cessation. We demand Canada drop its own sanctions on Venezuela which have been in place since 2017. 

This moment underscores the urgent necessity for an independent Canadian foreign policy based on peace, disarmament, respect for sovereignty, and international solidarity. We call upon the labour movement, peace organizations, and all progressive people in Canada to mobilize in protest against Canada’s complicity and to build mass opposition to this drive to war.

The Communist Party of Canada reaffirms our unwavering solidarity with Venezuela, with the peoples of Colombia and all Latin America and the Caribbean, and with all those resisting imperialist domination. We stand with them in their just fight to defend their sovereignty, their resources, and their right to chart their own future, free from foreign intervention and war.
