We thank the Communist Party of Cuba for hosting this important gathering in Havana. We salute the heroic Cuban people and their socialist revolution, which for over six decades has stood as a beacon of dignity, resistance and proletarian internationalism in the face of the most brutal imperialist siege.<\/p>\n\n\n\n<!--more-->\n\n\n\n<p>The Communist Party of Canada vehemently condemns the ongoing United States blockade against Cuba, an act of collective punishment and economic warfare that flagrantly violates the UN Charter and international law.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><a href=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-768x1024.jpg\" alt=\"\" class=\"wp-image-7144\" style=\"width:288px;height:auto\" srcset=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-768x1024.jpg 768w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-225x300.jpg 225w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-1152x1536.jpg 1152w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-1536x2048.jpg 1536w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-9x12.jpg 9w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_182742903-scaled.jpg 1920w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><\/figure><\/div>\n\n\n<p>Shamefully, the Mark Carney government in Canada has begun shifting Canada\u2019s longstanding positions regarding Cuba. In July, Canada abstained when the majority of the world voted to debate the U.S.\u2019s inhumane and genocidal actions. Prime Minister Carney postures about Canadian sovereignty, yet his government has deepened Cuba&#8217;s isolation by issuing travel warnings that suspended all flights from Canada, disrupting Cuba\u2019s tourism industry. The Canadian government has channelled token aid to NGOs instead of the Cuban government, and Canada has maintained silence in the face of threats of invasion and while the blockade attempts to strangle the Cuban people. We say: no more appeasement of Trump and Rubio. We demand that the Canadian government immediately break its complicity with the blockade and denounce it, lift the travel advisory, and send oil to Cuba.<\/p>\n\n\n\n<p>Comrades, we meet at a moment of profound danger. The growing capitalist crisis of overaccumulation and the rise of new centres of economic power, such as Russia, India and China, have led the most aggressive imperialist forces, above all United States imperialism, to abandon even the pretense of multilateralism. While the decline of US imperialism is relative, it remains the main imperialist threat. We are witnessing a return to naked barbarism, where US imperialism uses tariffs, sanctions, and now openly uses military force to maintain hegemony. These methods are not anomalies of capitalism but are an inherent part of the imperialist stage\u2019s drive towards war. The US attack on Venezuela and Iran are flagrant violations of the UN Charter. With the full support of US imperialism, the fascist, Zionist government of Netanyahu has drastically deepened its genocide of the Palestinians in Gaza and the West Bank. These increased aggressions and massive militarization are an existential threat to humankind in the form of the growing threat of nuclear war and accelerating climate catastrophe.<\/p>\n\n\n\n<p>Anger over declining wages and living standards are leading the bourgeoisie to promote rising reactionary and fascist movements that pretend to be anti-system. In an increasing number of countries, right-wing populism now holds state power. As Dimitrov taught us, the victory of fascism attests to the weakness of the working class, disorganized by class collaboration, and the weakness of bourgeois rule through the old methods. We see our task as not to form alliances with more &#8220;democratic&#8221; bourgeois forces that advocate continued erosion of living standards, but to build the anti-monopoly, anti-imperialist alliance of the working class and its allies that can be a genuine barrier to fascism by undermining the objective conditions that allow fascist movements to grow. We must fight the growing reaction with an independent, class-struggle alternative that offers working people advances, not on the basis of an imagined return to a failed liberal normalcy.<\/p>\n\n\n\n<p>Comrades, Canada is an imperialist country in its own right, closely allied with U.S. capital. Behind the rhetoric, Carney&#8217;s goal, and that of Canada&#8217;s monopolies, is to further integrate and subordinate Canada&#8217;s economy to the United States, despite current disputes with Trump. We reject the false choice between reactionary protectionism and corporate free trade; both serve capital at the expense of working people. We fight for multilateral and mutually beneficial trade deals in the spirit of the inspiring example of ALBA.&nbsp;<\/p>\n\n\n\n<p>The Carney government talks about sovereignty against Trump\u2019s threats to Canada itself or to Greenland, but continues to tail US imperialism. Carney&#8217;s response is not to resist imperialism but to reorient itself within it. His &#8220;middle powers&#8221; project is a plan for Canadian and European imperialism to get a seat at the head of the table, not to get rid of the table.&nbsp;<\/p>\n\n\n\n<p>Carney&#8217;s outreach to Europe, including joining the European defence procurement program, demonstrates rising interimperialist rivalry. Yet there has been no major rupture in the US-NATO camp. Marco Rubio&#8217;s speech in Munich early this year, in which he praised European colonialism and railed against communism, was welcomed by European elites. Despite tactical disagreements, the transatlantic imperialist alliance, including Canada, remains intact, united by its shared position atop the global system of capitalist exploitation.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-large is-resized\"><a href=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-scaled.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-1024x768.jpg\" alt=\"\" class=\"wp-image-7145\" style=\"width:405px;height:auto\" srcset=\"https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-1024x768.jpg 1024w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-300x225.jpg 300w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-768x576.jpg 768w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-1536x1152.jpg 1536w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-2048x1536.jpg 2048w, https:\/\/communist-party.ca\/wp-content\/uploads\/2026\/08\/PXL_20260808_200350469.TS-000-16x12.jpg 16w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure><\/div>\n\n\n<p>The increased aggression of imperialism is tearing apart international law and the United Nations\u2019 Charter. We fully understand the UN&#8217;s limitations. Imperialism scorns international law unless compelled by a stronger balance of class forces. However, the UN Charter itself emerged from the 1945 victory over fascism, when socialist forces were advancing in a united bloc. The fact that the United States and Israel are increasingly attacking these institutions proves that the UN remains an obstacle to their aggression. Our Party defends the principles of international law: sovereign equality, self-determination, non-intervention, and peaceful resolution of disputes. The task is to defend these principles and struggle to democratize the UN into a body that serves the peoples of the world.<\/p>\n\n\n\n<p>Comrades, the struggle inside Canada is sharpening as well. The Carney government uses US annexation and tariff threats as pretext for the deepest austerity since the 1990s. While claiming to defend sovereignty, Carney dismantles social programs and has promised to eliminate 40,000 public service jobs, while threatening to turn remaining public servants into army reservists. More layoffs will follow in the private sector. His plan to triple military spending to 5% of GDP by 2035 can only be financed by slashing health, education, and social services. Carney&#8217;s military stimulus is justified by claims it will create jobs, but this is a lie designed to funnel public money to monopoly corporate interests. The research proves otherwise: For every $1 million spent on the military, only 5 jobs are created. The same amount on healthcare creates 9 jobs, and on education, 13 jobs. War spending is the least effective way to put food on working families&#8217; tables and the most effective way to move public funds to corporate profits.<\/p>\n\n\n\n<p>What unites all major federal parties in Canada today, is their commitment to capitalism. Not one advocates leaving NATO or opposes a significant expansion of militarization. With little to no working-class representation in Parliament, the struggle in Canada is largely extra-parliamentary. The real alternative to the corporate agenda of war and austerity is a working-class, anti-monopoly, anti-imperialist people\u2019s coalition. A coalition in the streets with a reflection in electoral politics that demands the nationalization of energy and natural resources and key industries like auto, steel, shipbuilding and aerospace under democratic control, to guarantee jobs and production for social needs. A coalition that fights for a full-employment economy, funded by cutting the war budget and taxing corporations and the rich. A program that builds two million units of social housing to end the housing crisis. Our task in this volatile and dangerous period is to bring this program to the working class and build the movement capable of winning it.<\/p>\n\n\n\n<p>This anti-monopoly, anti-imperialist alliance we seek cannot be composed only of communists, but it cannot exist without communists organized independently as its foundation. The alliance would not necessarily lead to socialism; however, given Canada&#8217;s objective and subjective conditions, forging such an alliance rooted in labour and democratic struggles corresponds to the current phase of the struggle to gather forces to overthrow capitalism.<\/p>\n\n\n\n<p>Comrades, we are thankful that the International Meeting of Communist and Workers\u2019 Parties has convened after a gap of two years. Comradely, principled discussions among the parties with the aim of clarifying and deepening our political analysis are very important and have been missed in the last two years. But, most important is united action on core questions: in full solidarity with Cuba and Palestine, opposition to militarization and imperialist war, and the fight for labour and democratic rights in the face of rising war and reaction. Our meetings are far more than symbolic exercises. Internationalism is one of our greatest strengths and we need to build upon it to strengthen our movement, for never have we seen a world where socialism is more necessary.
