Recent U.S. legislation targetting the People’s Republic of China blatantly violates\nthe principle of national sovereignty by intruding into the internal affairs of\nthat country. The Central Executive Committee of the Communist Party of Canada\ncondemns the escalating imperialist interference against the PRC, and calls on\nthe federal government of PM Justin Trudeau to speak out against US\nintervention into China’s domestic affairs.<\/p>\n\n\n\n\n\n\n\n

Two pieces of U.S. legislation are of particular concern. First is the Hong Kong Human Rights and Democracy Act of\n2019 (HKHRDA), which\nreceived near-unanimous support in Congress, imposes sanctions against Chinese\nofficials accused of human rights abuses in Hong Kong (which is an integral\npart of China), and requires the U.S. State Department and other agencies to\nconduct an annual review to justify changing the favourable trade relations status\nbetween the U.S. and Hong Kong. The Act has been signed by President Trump, and\nis the process of being implemented. <\/p>\n\n\n\n

Regarding Hong Kong, the so-called “pro-democracy” forces increasingly\ndisplay the U.S. flag and urge the United States to undertake direct military,\neconomic and diplomatic intervention. This strategy aims to end the “one\ncountry-two systems” policy established when the colony seized by Britain\nwas restored to China in 1997. The result would be to establish U.S. imperialist\ndomination over Hong Kong as part of Washington’s drive to isolate China and\nestablish hegemony over the eastern Pacific region.<\/p>\n\n\n\n

In another development, the U.S. House of Representatives has now passed the\n“Uyghur Human Rights Policy Act of 2019”, concerning allegations of\nhuman rights violations in the Xinjiang Uygur Autonomous Region in northwest\nChina. <\/p>\n\n\n\n

We draw attention to the reality that in Xinjiang, beginning around 1990, extremist\nseparatist forces conducted thousands of violent attacks, killing innocent\npeople and police officers, and undermining stability and peace. Since the autonomous\nregional government of Xinjiang implemented a series of anti-terrorism\nmeasures, no terrorist attack has occurred in the region over the past three\nyears. This approach stands in stark contrast to the actions of U.S.\nimperialism, which has waged a series of brutal wars and occupations in other\ncountries since the terrorist attacks on Sept. 11, 2001, resulting in millions\nof deaths and widespread economic destruction. <\/p>\n\n\n\n

Both of these Acts plainly reveal the true nature of U.S. imperialism, which regularly meddles in the internal affairs of other countries. The intention of the U.S. ruling class is not to improve the well-being of people in Hong Kong or Xinjiang, but to promote hostility and violence among different regions and ethnic groups in China, and to undermine the growing influence of the PRC, which increasingly challenges U.S. global economic and political hegemony. The direction of China’s economic, social and political development is a matter for the peoples of China to determine for themselves, free from the hostile pressures of imperialist powers. The Communist Party of Canada condemns these two acts of U.S. legislative aggression, and urges the labour and progressive movements to support the right of China and other countries targetted by imperialism to protect their sovereignty and independence from such imperialist interference in their internal affairs. <\/p>\n\n\n\n
